What can we do to build a cohesive and non-fractured set of documentation, tools and libraries that is welcoming to newcomers?
I guess a good start might be to identify another language that we think does this well and emulate that
another thing to do might be to run a community survey to see what are the top pain points and focus on those

I really like http://clojuredocs.org approach for API docs, having usage examples is extremely helpful
Completely agree with clojuredocs, it's still the best source of reference.
Existing community survey is good, but by asking existing community we will not hear from those who have tried and failed and those that might want to try, but that aren't part of the community per se.
I'm thinking a post in /r/javascript asking about cljs might elicit some feedback.
