Clojurians Log v2

I finally hit my limit with comment spam on clojure jira and modified perms. new users can still create issues and vote, but cannot comment. if you need permissions to do other stuff, please ask here, happy to add for non-spammers :)

going forward new users will need comment perms individually or did you strip comment perms from existing users?

I did not change individual perms, but depends whether you've been granted additional perms in the past or not

if you can't do something you need to, let me know
