I said something wrong yesterday. The :ui/react-key is also needed for i18n

changing locale doesn't change the props, but the whole UI needs to refresh

so don't make a separate prod/dev root unless you do not use i18n @michaeldrogalis

I did fix it so that it won't flicker as you had it

no longer changes the react key for load/fallbacks
