why do sometimes I see coc settings with clojure-lsp as the value for "command"

but most of them say "bash"

That's a very good question, and perhaps a hang over from earlier configs? It works just as well with clojure-lsp as the command (naturally, the clojure-lsp has to be on your path). Just tested it and works fine.
